Minutes of the Palomar Mountain Planning Organization Meeting

January 10, 1998

Board Members Present:

Terri Bailey, Debbie Bauer, Karl Bauer (alternate), Bruce Graves, Susan Humason, Jack Norvall, Michael Pique, Joseph Weeks.

The PMPO Board meeting was convened 10:15 A.M. January 10, 1998. Approval of minutes of the November 10, 1997, meeting was deferred for lack of quorum.

OLD BUSINESS:

Cedar Creek Water Development:

Jerry McLees has checked at the county and neither the county nor Mr. Yale have taken recent action.

Dual Government Survey Problem

Discussion continued on the Forest Service's resurvey moving the southwest corner and southern limit of Section 14 approximately 150 feet north. David James of the Forest Preservation Society of Southern California explained that since parcels in the affected Section 14 are defined as aliquot parts of the section, a resurvey of any corner of the section potentially affects title in all parcels. Mr. James and PMPO Board representatives Bruce Graves and Jack Norvall are expecting to meet with the Forest Service to see what resolution can be worked out. The original patent map for the section has been located and it declared the section to contain the full expected 640 acres, in some ways a government guarantee of the section's full extent. Even if the Forest Service would adjust their boundary with the affected co-terminous owners, the non-coterminous owners in the section, those not adjacent to the moved boundary, would still suffer recurring clouds on their titles and likely find impediments to sale or mortgage of their property. Jack Norvall indicated that title policies are already being qualified by the title insurance companies to the effect that the titles are insured with exceptions, that they apply only as to the old survey.

Jack Norvall presented the draft of the letter he and Bob Thicksten were asked to write at the November 8, 1997, meeting, alerting Palomar residents of the boundary issue and its importance to them. The board members present assisted in revising the letter and preparing it for mailing to about 840 Palomar Mountain residents listed in a computer file provided by Jack Norvall.

NEW BUSINESS:

Girl Scout camp.

Guests from the Girl Scouts of San Diego were welcomed: Kathleen Cullinan, Randal Boyles, and Chuck Smirr. The Scouts have recently purchased the Spanish Trails Girl Scout property, which has seen only minimal weekend use, for tent camping. They hope to bring more city kids out. No action by the PMPO was requested or taken.

Next scheduled regular board meeting is March 7, 1998.

The annual meeting is May 23, 1998.
